Changes to the form were made to improve standardization of information reported and reduce the need for offices to provide the Department with medical records.

It is important to note that this initiative focuses on enhancing your own clinical practice by offering key components for hospital obstetric protocols. Ob-gyns are strongly encouraged to work with their hospital to review existing policies and procedures, and utilize this series to update, modify and/or individualize your hospital's own protocol.

Heart disease is the number one killer of women in New York State. Despite strides in raising awareness about this issue, heart disease is still under-recognized, under-treated, and under-diagnosed in women. According to the American Heart Association, coronary heart disease, which causes heart attack, is the single leading cause of death for women across New York and America. Heart disease killed more than 432,000 US women in 2006—roughly one woman per minute. Women over age 20 have more than a one in three chance of dying from cardiovascular disease.

In November, the Centers for Medicare & Medicaid Services announced that, beginning in 2012, eligible professionals who are not successful electronic prescribers may be subject to a payment adjustment on their Medicare Part B Physician Fee Schedule (PFS) covered professional services. Section 132 of the Medicare Improvements for Patients and Providers Act of 2008 (MIPPA) authorizes CMS to apply this payment adjustment whether or not the eligible professional is planning to participate in the eRx Incentive Program.

While New York State has had a significant decline in the number of HIV-exposed births, there are still approximately 500 HIV-positive women who deliver HIV-exposed newborns each year. In 2010, the AIDS Institute assembled an advisory panel of HIV-positive women and experts with expertise in caring for HIV-positive women and their children. Their goal was to develop recommendations to further eliminate, and eventually eradicate, mother-to-child transmission of HIV in New York State.

Many public health policies have been implemented in recent years, on both the state and nationally, which have promoted a decrease in tobacco use. These policies include smoke-free restaurants and bars, smoke-free zones around federal and state buildings, workplace smoking restrictions, tobacco-free contracts for new employees and the recent ban of smoking in parks in New York City. Although the overall frequency of tobacco use is decreasing in the United States, the percentage of casual smokers is increasing as high as 50% among some groups.

Unplanned pregnancy is a major public health issue in New York State and across the country. Emergency contraception (EC), often described as “the morning after pill,” offers a safe and effective way to prevent unintended pregnancy and reduce the number of abortions. EC can be used in instances of unprotected sexual intercourse that occur due to condom slippage or breakage, sexual assault or other circumstances. While this time-sensitive medication can be used up to 120 hours after unprotected sex, it is most effective if used within 72 hours. ACOG supports unimpeded access to EC for all women of reproductive age.

The District XI Committee on Patient Safety and Quality Improvement (CPSQI) has collected examples of Texas hospital policies pertaining to the administration of magnesium for neuroprotection. Among men who have sex with men (MSM), rates of progression from high-grade anal intraepithelial neoplasia to anal cancer appear too low to warrant generalized anal cancer screening, according to a meta-analysis in the Lancet Oncology. The analysis included over 50 studies of anal human papillomavirus (HPV) prevalence and cytological abnormalities among MSM, mostly in North America. The prevalence of high-risk HPV was high (reaching 35% among HIV-positive men), as was the prevalence of high-grade intraepithelial neoplasia (nearly 30% overall).

HB 15: Sonogram Legislation

HB 15, known as the sonogram legislation, is currently being enforced. The following is from Texas Department of State Health Services: "While HB 15 required sonograms for abortions on or after October 1, 2011, an injunction prevented state officials from enforcing some of the legislation's key provisions. As of January 13, 2012, the injunction was removed and all provisions of the law are in full effect. DSHS will begin enforcement of these provisions immediately. DSHS will review providers' documentation to ensure the abortion providers' compliance with the new requirements of the law."
